The decree of April 14, 2025, on CPF funding: analysis

On April 16, 2025, the decree no 2025-341 of April 14, 2025, relating to the additional funding methods of the personal training account was published. This new decree on CPF provides important clarifications regarding the additional funding methods of CPF by third-party funders, such as companies, professional branches, public operators, etc.

A platform for managing funding

The decree provides for the establishment of a digital service managed by the Caisse des Dépôts et Consignations (CDC).

This service, based on the platform « Mon Activité Formation », will allow third-party funders to:

• allocate additional rights to the CPF of beneficiaries;
• transfer the corresponding funds directly to the CDC;
• set the conditions for using these rights (type of training, deadlines, etc.);
• monitor or request reimbursement if the conditions are not met.

The CDC will be responsible for managing, collecting, and recording these amounts on the beneficiary's CPF account, according to the terms set out in general conditions of use published by the organization.

Usage conditions framed by funders

This decree allows funders to restrict the use of additional rights to certain types of CPF-eligible training. For example, a professional branch may target a specific skill area, or a company may link funding to specific training aligned with its internal needs.

They can also set a usage deadline, after which unused rights may be reimbursed to the funder, if this was agreed upon at the time of funding. However, the decree emphasizes taking into account the actual implementation timelines of the relevant training actions.

A secure framework for all stakeholders

This decree represents an important step to support the reliability of the funded CPF system. Until now, funding mechanisms were often considered complex. The use of a single platform and common management rules bring transparency and better traceability.

For training organizations, it is also an opportunity:

• to offer targeted training to respond to calls for projects or branch agreements ;
• to better support learners in activating their rights;
• to benefit from a smoother system for administrative and financial management.

Immediate implementation

The text came into force the day after its publication, i.e., on April 17, 2025. Funders can now use the digital service to make their funding within a clear legal framework.

The alignment of the Labor Code accompanies this decree, including the renumbering of certain articles to adapt to the new system (e.g., Article R.6323-29 becomes R.6523-29).

A lever to boost training

In a context of tension on public funding and skill transformation, this decree paves the way for a more strategic and partnership-based use of CPF. It allows funders to be proactive in guiding training paths and organizations to position themselves as key players in building these paths.
